Drivers responsible for taking trucks to annual tests or from one location to another will require Driver CPC. That’s the message from VOSA who issued a statement at the end of 2012 when asked to clarify the rules for who will and will not require the qualification.
EU Directive 2003/59 states one of its Driver CPC exemptions as:
‘Drivers of vehicles undergoing road tests for technical development, repair, maintenance purposes, or new or rebuilt vehicles which have not yet been put into service.’
VOSA’s statement attempts to clear the grey area that surrounds this issue by confirming that Driver CPC is required for all drivers/fitters taking vehicles for annual inspection or moving a truck from one location to another for reasons other than mentioned above.
The statement has also confirmed how drivers should record their CPC as part of their drivers’ hours regulations.
